Course Evaluations and Commendations - Day 1

I head up the Performance/Quality Assurance program for Bechtel Jacobs Company, LLC for
the Paducah, KY project. Bechtel Jacobs is the M&I contractor for the DOE/OR Environmental Management and Enrichment Facilities programs. The
primary Bechtel Jacobs facilities are located in Oak Ridge, but we do have "projects" in Paducah and Portsmouth, Ohio. Unfortunately, it is the
Paducah DOE site operations that is getting so much national attention due to the transuranics introduced into the gaseous diffusion process from
reactor returns from the Hanford operations.
I had the opportunity to work with Rick and Sebastian in getting the Workshop presented
at Paducah. Evidently, they worked with DOE/OR and modified their 2-day course to one day for presentation at the Oak Ridge and Paducah sites.
But it was my privilege to sit in on the workshop that Rick, Sebastian, and Jim Davidson so ably presented at Paducah. I have always had an overview
knowledge of the DQO process since the Performance/Quality Assurance organization had assumed ownership of that program. We have primarily three
individuals who are trained to work with the specific projects, DOE, state, and EPA personnel in establishing the DQOs for Paducah projects and
activities.
The workshop helped me enormously in understanding more fully that process. All three
presenters thoroughly understood their modules that they presented. They were very effective communicators! The modules are very well organized,
and the modules were presented in an organized fashion. I thought they used effectively examples and props to drive home their points. I had the
opportunity to observe Mr. Deming's red bead demonstration to "control" making defects, so I enjoyed Jim's use of the beads to further the statistical
concept. They did take the time to show us some of the capabilities of the present Visual Sample Plan program and to talk about some of the additional
capabilities they are working. They were very time conscious of their customers needs, and keep on a schedule that minimized disruptions to the
presentation of the materials.
Through the financial support from the DOE National Analytical Management Program, this
workshop is benefiting the users of the DQO process. We just had 2 state people at the workshop and only one DOE site official. We had invited
a DOE/OR representative who had given us a finding this year for not consistently implementing the DQO process in the three projects he looked
at, but it was the process that the state, EPA, DOE, and the contractors agreed on in the meetings. The OR representative had a last minute commitment,
and was unable to attend. The rest of the participants were Bechtel Jacobs and subcontractor personnel. I think your workshop is appropriately
entitled, and it was due to that title that I pursued getting the workshop presented locally. And I am very glad that I did. I fealt that your
program was very worthwhile for Paducah that I will be working with Sabastian and Rick to try to schedule another workshop here, even presenting
the second day for the project leads, the facilitators, and the subcontractor that recently won our Remedial Action Assessment contract. I want
to get additional management, state, EPA, and DOE stakeholders present for at least the first eight hours. I urge continued funding for this program
as it certainly was beneficial for the Paducah project.
