Ballot 208, is for adoption of no grace period for the requalification of hoisting and rigging activities. Once a person has exceeded the requalification window they must then start the training cycle over again, with either an initial training class or a challenge exam. An OJE for requalification beyond the 60 month window (36 month for forklift operators) is not allowed. Ballot 209 is to clarify that a Load Test does not need to meet the planning and documentation requirements of a Critical Lift Chapter 3.0 Critical Lifts.

Ballot 206 is for adoption of the current volume of ASME B30.5-2014, Mobile & Locomotive Cranes in the Hanford Site Hoisting & Rigging Manual. This adoption adds guidance for multiple load line operation and outrigger lift-off. The definition of normal operating condition was revised. The changes may have some impact to Hanford as determined by the appointed Hoisting and Rigging reviewing subcommittee. This ballot will also approve the ASME years to be removed from the body of the text in the Hanford Site Hoisting and Rigging Manual except where links to the ASME standard are addressed.

Ballot 200 is for revision #25 of the current TPD in Hanford Site Hoisting & Rigging Manual. The change is to add Load Charts and LMI Initial Training Course #042327 for Mobile Crane Inspection and Maintenance Personnel. The Hanford Site Hoisting & Rigging Manual Chapter 4, Personnel Qualifications and Training Requirements Appendix A(I) #19 addresses this requirement.

Ballot 204 is for clarification of the training requirement that riggers need to complete prior to performing rigging operations with Mobile Equipment (forklifts, loaders, excavators, backhoes, etc). Ballot 197B adds clarification to Rigging Engineer training to specifically identify Section 21.1 References. Ballot 197A is for the addition of a statement to Chapter 21 that addresses reference standards. Included in this ballot is adding into 21.1 References; BTH-1 Design of Below-the-Hook Lifting Devices, B30.21-Lever Hoists, B30.26 Rigging Hardware, and PASE-Portable Automotive Service Equipment. Also adding into 21.2 Bibliography, will be the addition of NQA-1 Quality Assurance Program Requirements for Nuclear Facilities.

Ballot 202 is for the adoption of the current volume of ASME B30.9-2014-Slings in Chapter 9. This edition contains extensive revisions including the use of the term LOAD HANDLING, recognizing the fact that the load could be moved vertically or horizontally. The load rated tables have been removed in this edition. This edition also addresses personnel competence and translations.

Ballot 201 is for revision of Chapter 7 to the current ASME standard Portable Automotive Lifting Devices (PALD). ASME committee changed the name and charter to Portable Automotive Service Equipment (PASE). The appointed Hoisting and Rigging reviewing subcommittee determined the changes were editorial in nature.

The Owner publisher has agreed to grant permission for us to post an electronic copy in the HSHRM as we have the ASME Standards. This will be a guide only and be precluded with a disclaimer that it does not replace or override requirements defined in the HSHRM.

188, Chapter 8 Wire Rope and Chapter 12 Hoists, Job Cranes, and Monorail Systems
Ballot 188 is to adopt current ASME B30 Standards B30.16-2012 and B30.21-2014. Chapter 8 Wire Rope was changed due to the revision of ASME B30.16 2012 and the requirement for wire rope replacement. We will give 20 days after vote approval to train the wire rope inspectors thru a Required Reading document. Chapter 12 Hoists, Jib Cranes, and Monorail Systems was updated to keep current with ASME B30.21-2014 Lever Hoists.

Ballot 185A-1 changes the wording in Chapter 1 Introduction, Section 1.2 Scope, of the Hanford Site Hoisting and Rigging Manual (HSHRM) to ensure activities being performed for the Department of Energy (DOE) are performed in a safe and cost effective manner. The HSHRM implements American Society of Mechanical Engineers (ASME) consensus and Occupation Safety and Health Administration (OSHA) standards to ensure the safety of hoisting and rigging operations to minimize risk to personnel and the public. Whether activities are performed by prime or subcontractors for the DOE, the same approved level of safety standards and requirements should be maintained.

158, Termination of Controlled Hard Copies of the HSHRM
Ballot 158 approved the termination of the production of controlled hard copies of the Hanford Site Hoisting & Rigging Manual (HSHRM). The HSHRM is available on the intranet and internet and can be downloaded and printed for those who wish to maintain a hard copy. This change will allow the immediate publication of approved ballots rather than the current practice of waiting several months to gather ballots to perform a controlled hard copy release.  The change will result in a cost savings and ensure each ballot is published upon approval on the intranet and internet, reducing the current lag time between approval and publication of the change.
