Measure 1 - Amount of fuel removed

1.a.

Facilities and Systems needed to move SNF from K-Basins to the Canister Storage Building (CSB) are operational as documented in the Contractor’s Declaration of Readiness by September 14, 2000

  1. Declaration of Readiness includes the following:

    • Construction and Operational Testing for all subprojects required for Fuel Movement, i.e., CVDF, CSB, CTS, IWTS, FRS, K Basin Crane Modification, availability of MCOs and baskets.

    • Management Self-Assessment per established criteria and Contractor declaration of readiness issued.

    • Contractor Independent ORR.

  2. Complete Phased Start-up Initiative (PSI) Phases I and II by April 15, 2000. This includes successful Cold Testing of IWTS & FRS.

1.b. K East Fuel Retrieval System – Complete facility modification necessary to allow FRS installation by September 30, 2000, as defined in the MYWP.

  1. 60% of the fee available for this Performance Incentive can be earned if the Readiness to Relocate Fuel is declared by September 14, 2000. If Readiness to Relocate Fuel is declared after September 14, 2000, the total fee award available for this incentive (1.a.I) will be reduced at a rate of 2% per day until October 13, 2000. If Readiness to Relocate Fuel is declared after October 13, 2000 no fee will be awarded for this item.

  2. 30% of the fee available for this Performance Incentive

SECTION 5
PERFORMANCE REQUIREMENTS

PREVIOUS YEAR’S GATEWAY Describe previous year’s gateway (if applicable) that must be completed before fee can be paid under this performance measure. The requirements listed below are the gateway only requirements for this Performance Measure. Reference Contract Clause H.60 – Spent Nuclear Fuels Contingent Fee.

GENERAL REQUIREMENTS: In order to earn incentive fee under this Performance Incentive, the Contractor shall:

  1. Meet the specific completion criteria and expectations set forth in this Performance Incentive; and
  2. Not incur any unfavorable cost variance [(BCWP-ACWP)/BCWP] greater than 5.0 percent, or incur any unfavorable schedule variance [(BCWP-BCWS/BCWS] greater than 7.5 percent, measured at the Project Baseline Summary level at the end of FY 2000.

DEFINE COMPLETION: (Specify Performance Elements and describe indicators of success (quality/progress). Include baseline documentation/data against which completion documentation should be compared).

1.a.

  1. Equipment Operational and Operators Trained; Readiness Declared Completed: The contractor shall certify by correspondence to DOE that the facility is ready to startup or restart and that this has been verified by the contractor Operational Readiness Review. The correspondence shall include a final report that meets all the requirements of DOE O 425.1, Contractor Requirements Document section 2.b (8) & (9). Satisfactory completion is verified by DOE in accordance with DOE 425.1, Requirements section, paragraph 4.b (7) & (8).

    • Management Self-Assessment (Start Up Execution Plan & The Start Up Plan of Action) against established MSA criteria completed, as defined in HNF-PRO-055, Rev 1, and Contractor declaration of readiness issued. This criteria includes:

      - Complete Construction and Operational Testing for all subprojects required for Fuel Movement, (i.e. CVDF, CSB, CTS, FRS, IWTS, K Basin Crane Modification), availability of MCO added baskets
      - Approved Authorization Basis – K Basins, CSB, CVDF, and CTS (Shipping Cask)
      - Contractor approved Procedures – K Basins, CSB, CVDF, and CTS
      - Approved Authorization Agreement
      - Required Personnel qualified/certified – KW Basin, CVDF, CSB, and CTS (e.g. operators, HPTs, shift supervisors, drivers, etc.)

    • Contractor Independent ORR performed and completed according to Contractor procedures.

  2. Phased Start-up Initiative includes the following activities as defined in the RL approved baseline change request SNF 1999-085, Phase Start-up Initiative:

    • Complete integrated system testing of IWTS/FRS using dummy fuel (Phases 1 and 2).
    • Complete Cold Testing of IWTS and FRS.

1.b. Completion of the facility modifications necessary to allow FRS installation by
       September 30, 1999, as defined in the associated MYWP

1.a. Facilities and Systems needed to move SNF from K-Basins to the Canister Storage Building (CSB) are Operational as documented in the Contractor’s Declaration of Readiness by September 14, 2000.

  1. Readiness Declared Completion: Submit Final Report per DOE O 425.1, Contractor Requirements Document section 2.b (8) & (9) and certification letter per DOE 425.1, Contractor Requirements Document section 2.b (7).

  2. Phased Startup Initiative: Contractor shall submit completion letter verifying that the activities specified in Section 5, #II have been completed.

1.b. Complete facility modification for FRS-KE: Successful completion of the Construction Completion Documentation (CCD1) as defined in HNF-PRO-2000 with an attached Approval Punch List by September 30, 2000.

ASSUMPTIONS/TECHNICAL BOUNDARY CONDITIONS AND REMEDY STATED: (For reasonably foreseeable impacts to performance which are not covered under the Contract. If the assumption or condition proves false the remedy shall be in effect. If remedy is not possible the next step is renegotiation).
