SECTION 5
PERFORMANCE REQUIREMENTS

PREVIOUS YEAR’S GATEWAY: Describe previous year’s gateway (if applicable) that must be completed before fee can be paid under this performance measure. The requirements listed below are the gateway only requirements for this Performance Measure. (N/A in FY 2000)

GENERAL REQUIREMENTS: In order to earn incentive fee under this Performance Agreement, the Contractor shall:

  1. Meet the specific completion criteria and expectations set forth in this Performance Incentive; and
  2. not incur any unfavorable cost variance [(BCWP-ACWP)/BCWP] greater than 5.0 percent, or incur any unfavorable schedule variance [(BCWP-BCWS/BCWS] greater than 7.5 percent, measured at the Project Baseline Summary level at the end of FY 2000.

DEFINE COMPLETION: (Specify Performance Elements and describe indicators of success (quality/progress). Include baseline documentation/data against which completion documentation should be compared).

Expectation 1.a - By September 30, 2000, the contractor shall provide analytical support for up to11 analytical equivalent units (AEU’s) as required by the River Protection Project (RPP).

Expectation 1.b - The contractor shall operate the ETF on Basin #42 RCRA Process Condensate at a cumulative average throughput of at least 25 gpm during RCRA Operational Campaign(s). Additionally, the 200 area LWPF shall receive leachate from 218-W-5 as required.

Expectation 1.c - By September 30, 2000, the contractor will complete processing of all available tank waste received from RPP by June 1, 2000.

DEFINITIONS: (define terms)

Expectation 1.a

  1. AEU is the unit of measure of aggregated samples and analytical procedures currently utilized by the contractor and RPP.

Expectation 1.b -

  1. Performance calculations will begin once Basin #42 Wastewater (Process Condensate) reaches a level equal to 50% of the ETF Surge Tank, and will terminate once the level of Basin #42 falls below the three foot level and the Surge Tank level is reduced to a level of 10% or less.
  2. The Surge Tank is effectively empty at 10% or below. An adequate volume of water needs to be maintained for pump and tank heater operation.
  3. Per the RCRA permit, Basin #42 is defined as empty once a level of 3 feet or less is reached.
  4. ETF = Effluent Treatment Facility
  5. LWPF = Liquid Waste Processing Facilities
  6. Operational Campaign – Accumulative Period of time of which basin #42 was waste is being processed.

Expectation 1.c -

  1. Available tank waste is all waste staged and sampled by RPP, and the analytical results mutually accepted by the Contractor and RPP.
  2. Waste volume reduction goal is based on the theoretical waste volume reduction potential as determined in the laboratory "boil down studies" performed on the samples.

COMPLETION DOCUMENTS LIST: (In addition to the Completion Notice the document(s) that should be submitted/data that should be available/actions to be taken by evaluator, to determine actual performance to the requirements stated above).

Expectation 1.a -

The contractor shall submit a letter report to RL by October 20, 2000 that documents the quantity of analytical support provided to the RPP in FY 2000 based on current AEU measurement reports. The report shall include at least an AEU production/delivery database that shows production delivery status on a bi-weekly (every 2 weeks) basis, and documentation (meeting notes, charts, schedules) that demonstrates prioritization of RPP workscope.

Expectation 1.b -

  1. The contractor shall submit a letter report to RL within 45 calendar days of campaign completion, documenting operation of ETF on Basin #42 RCRA Process Condensate and showing the cumulative average throughput. The report shall include at least campaign descriptions, rate calculations, start and completion times and total volumes treated.
  2. The contractor shall submit a letter report to RL by October 20, 2000, documenting the volume of leachate received from 218-W-5.

Expectation 1.c -

The contractor shall submit letter report(s) to RL within 45 calendar days after completion of each process campaign. The report(s) will document the processing of tank waste, and indicate completion of 85 percent of the waste volume reduction goals identified in the Process Control Plan(s). The report shall include at least the total waste received, waste volume reduction calculations, total operating efficiency calculations and the associated process control plan.

ASSUMPTIONS/TECHNICAL BOUNDARY CONDITIONS AND REMEDY STATED: (For reasonably foreseeable impacts to performance which are not covered under the Contract. If the assumption or condition proves false the remedy shall be in effect. If remedy is not possible the next step is renegotiation).

Expectation 1.a -

  1. The RPP AEU sample delivery is projected to be 0.7 to 1.2 AEU’s per month. The RPP sample shipments to 222-S shall be sufficient enough to ensure that a laboratory backlog will be maintained at a minimum of 2 AEU’s or more at 222-S. The average analytical processing rate is expected to be at least 0.92 AEU per month.

Expectation 1.c

  1. RPP will complete all maintenance activities necessary to support operation of the 242-A Evaporator prior to declaration of waste availability.
  2. In the event waste is not available for a campaign by June 1, 2000, Expectation 1.c of this PI will be reassessed.
