PREVIOUS YEARS GATEWAY Describe previous years
gateway (if applicable) that must be completed before fee can be paid
under this performance measure. The requirements listed below are the
gateway only requirements for this Performance Measure. (N/A in FY

GENERAL REQUIREMENTS: In order to earn incentive fee under
this Performance Incentive, the Contractor shall:
- meet the specific completion criteria and expectations set forth
in this Performance incentive; and
- not incur any unfavorable cost variance [(BCWP-ACWP)/BCWP]
greater than 5.0 Percent, or incur any unfavorable schedule
variance [(BCWP-BCWS/BCWS] greater than 7.5 percent, measured at the
Project Baseline Summary level at the end of FY 2000.
DEFINE COMPLETION: (Specify Performance Elements and
describe indicators of success (quality/progress). Include baseline
documentation/data against which completion documentation should be
compared).

In support of TPA Milestones M-91-04/07, the contractor shall
complete the retrieval of a minimum of 400 suspect-TRU drums from
the Low-Level Burial Grounds by September 30, 2000. |

Expectation 2.a - To support meeting the requirements of
TPA Milestone M-91-03, the contractor shall complete a draft final
Hanford Site TRU/TRUM Project Management Plan (PMP) by May 22,
2000. The PMP shall be prepared in accordance with the
requirements of TPA Action Plan Section 11.5. |

processing a minimum of 500 "effective" TRU waste
containers by September 30, 2000. |

assaying the drum, and assigning a new designation (i.e. LLW or
TRU). |

Expectation 2.b -
- TRU waste container processing is defined as containers
processed in accordance with the Hanford Site Quality Assurance
Project Plan (QAPjP) and the Hanford Site TRU Waste
Certification Plan (Cert. Plan).
- Processing one "effective" TRU waste container is
defined as completing Non Destructive Examination (NDE), Non
Destructive Assay (NDA), and Headspace Gas Analysis activities.
Completion of any one activity equals 0.33 "effective"
TRU waste containers processed. (This allows for processing
efficiency based upon project needs for certification and
shipment of TRU containers.)

Expectation 2.c - A shipment is defined as a Contractor
certified payload of TRU waste containers leaving the Hanford Site
utilizing the TRUPACT-II shipping containers. |
COMPLETION DOCUMENTS LIST: (In addition to the
Completion Notice the document(s) that should be submitted/data that
should be available/actions to be taken by evaluator, to determine
actual performance to the requirements stated above).

2000, documenting the number of drums retrieved by their
associated package identification number (PIN) and the disposition
of the drums. |

Expectation 2.a - The contractor shall submit to RL, by
May 22, 2000, a final draft of the TRU/TRUM PMP in accordance with
the requirements in TPA Action Plan Section 11.5. |

Expectation 2.b - The contractor shall provide a letter
report to RL by October 20, 2000, documenting the quantity of "effective"
TRU waste containers processed by Container Identification Number
(CIN) and each associated process activity completed during FY
2000. |

report to RL by October 20, 2000, documenting the number of
shipments completed. |

- EPA and New Mexico Environmental Division support shipments
without additional shipment requirements.
- CAO/WIPP support shipments as scheduled (certification and
resources available).
- If shipments are delayed as a result of circumstances outside
the control of the Contractor, the completion criteria will be
reassessed and the program will be re-baselined per RL
direction.
