FH Contractor Safety & Security Information
NOTICE to all PHMC contractors working on
the Hanford site:
Please share this notice, and ensure your employees are aware of
their responsibilities during this fire season.
2007 WILD LAND FIRE SEASON
While wild land fires at Hanford are an annual concern, current and
forecasted conditions heighten the potential for a severe 2007 wild land
fire season. To help prevent a major wild land fire similar to the one
that occurred during the summer of 2000, it is urgent that you and your
subcontractors begin planning for certain fire prevention actions. These
actions are necessary to lessen the potential for major fire damage to
those buildings/areas under your control should a fire occur.
There will be no open burning on the Hanford Site unless authorized by
the Hanford Fire Department’s (HFD) Fire Marshall. Additionally, no
burning will be permitted when the fire danger index is posted by the
HFD as either “HIGH, VERY HIGH, OR EXTREME.” These restrictions will
remain in effect until the HFD determines fire danger conditions have
lessened.
Off-road driving, anywhere there is vegetation or natural fuel cover, is
restricted to only those activities considered necessary, and then only
in vehicles equipped with the means of communication, a portable fire
extinguisher with at least a 2A rating, and a shovel. Vehicles are not
allowed to idle when parked off surfaced roadways unless they are
diesel. Gasoline powered vehicles must be equipped with spark arresters
and appropriate shielding provided for the catalytic converters and
mufflers.
If a fire occurs, notify the HFD immediately even if you believe it has
been extinguished. The HFD can then check the burn site for hot spots to
prevent a rekindle. For site fire or medical emergencies, notify the HFD
by calling 911 on site telephones, or 373-3800 when using a cellular
telephone.
Please ensure that your employees and subcontractor organizations are
aware of their responsibilities during the 2007 wild land fire season.
You are encouraged to include this as a topic in your safety meetings,
and in your company publications.

to achieve and sustain a worksite that is free of accidents, injuries,
environmental impacts and security events. We expect that every
individual will go home in the same condition that brought them to the

In an effort to enhance security two important
changes are being made to the Fluor Hanford badging process for
contractor access
to Hanford Site facilities.
To strengthen the process for badging contractors, and to assure that badges
will be returned when the work is complete, the following requirements
will be incorporated into all subcontracts.
- Only the Fluor Hanford Procurement organization will authorize
badges for contractor personnel.
- Contractors will be liable for a $1000 fee for each badge or dosimeter not returned
when work is done. Contractors must return their badges to Central
Badging.

Any electrical equipment (includes
extensions cords) brought on Site in the performance of work shall be
certified, listed and labeled or otherwise determined to be safe by a
nationally recognized testing laboratory such as Underwriters
Laboratories.
It is the general expectation and
practice that material ordered for FH use will be delivered to, and
unloaded at, the FH Central Receiving facility located at 2355 Stevens
Drive. From there, FH drivers make deliveries to on-Site locations for end
use.
It is acknowledged that due to the nature of some commodities, it
is not practical or in FH’s best interest to deliver and unload the
material at this Central Receiving point. In such situations, the
following process is applicable:
- FH material requestors will identify
a specific Delivery Point of Contact (DPOC) and the pre-established
delivery rendezvous point when ordering material.
- The DPOC will coordinate
in advance with the contractor and establish a specific delivery schedule
and arrange for Site badging of the contractor to make the on-Site
delivery.
- DPOC will communicate any environmental, safety/health or
security information or hazards associated with the delivery activity to
the contractor.
- DPOC will meet the contractor at the designated rendezvous
point and escort the delivery vehicle to the specific offload location.
Once at the delivery point, a joint a pre-delivery walk down of the
offload location, if necessary, will be conducted prior to commencing
delivery.
- At the completion of the delivery, the
contractor is expected
to exit the FH Site in a timely manner or coordinate a hand off to a
subsequent FH DPOC if a subsequent FH delivery is involved.
Personal protective equipment (PPE)
requirements relating to eye and face, head, foot, hand, electrical, and
general clothing have been established for protecting employees and
visitors from injury due to absorption or physical contact hazards
commonly associated with process or environment. Specific FH locations
have specific PPE requirements. Prior to coming onto the Hanford Site,
review specific PPE
requirements with the Buyer's Technical Representative (BTR) responsible
for the contract. Following is a brief summary of PPE information:
• Personnel shall dress for the nature of
work assignments, exposure to the general work environment, and expected
climatic conditions. • Protective eye and/or face protection conforming
to the specifications of ANSI Z87.1 shall be worn where there is a
potential for injury from flying particles (including windblown
dust/dirt), molten metal, liquid chemicals, acid or caustic liquids,
chemical gases or vapors, potentially injurious light radiation, or a
combination of these. • Hearing protection shall be worn when noise
levels are 85 dBA or greater. • Protective headgear conforming to the
specifications of ANSI Z89.1 shall be worn when working in areas where
there is a potential danger of head injury due to the hazards of falling
or flying objects, or electrical shock or burns. • Safety-rated footwear
with leather or equally protective construction conforming to the
specifications of ASTM F2413-05 (formerly ANSI Z41.1) shall be worn when
working in areas where there is a potential danger of foot injury due to
the hazards of falling or rolling objects, sharp objects piercing the
sole, or foot exposure to an electrical hazard. • Hand protection shall
be worn where there is a potential for hand injury due to exposure to
such hazards as: o Skin absorption of harmful substances, o Severe cuts,
lacerations, abrasions, and punctures, o Chemical burns, o Harmful
temperature extremes.
Employees are expected to report any
activity or condition, which they believe, is unsafe. Notification
should be made to the affected worker(s) and then to the supervisor or
his/her designee at the location where the activity or condition exists.
After notification, resolution of the issue resides with the responsible
supervisor.
Any employee who reasonably believes that
an activity or condition is unsafe is expected to stop or refuse work
without fear of reprisal by management or coworkers and is entitled to
have the safety concern addressed prior to participating in the work.

In addition to the information and references
provided above, contractors have the responsibility to
understand and comply with the security requirements
identified in Special Provisions
SP-5 On Site Services.
Paragraph 4.3, "Prohibited Articles". This
document identifies a list of
prohibited/controlled articles applicable to all persons on
the Hanford Site, or any DOE -owned or leased facilities located
off the Site proper at which the Contractor is performing
work. This includes all vehicle parking areas and
pedestrian walkways associated with these locations and
facilities.
Please ensure that delivery drivers and all
employees who will be entering the Hanford site are aware of
these requirements and do not attempt to carry prohibited
articles in their vehicles. Download

Every FH and Contractor employee
working on site has the responsibility and authority to stop work
IMMEDIATELY, without fear of reprisal, when they are convinced a
situation exists which places themselves, their coworker(s), or the
environment in danger. "Stop Work" is defined as stopping the specific
task or activity that poses danger to human health and/or the
environment.
