Description:

Mission Support Alliance, LLC. (MSA) requires assistance in System Administration support utilizing Cobra software. MSA will be upgrading from version 5.1 to version 8.1, which has a completely new interface from the current version. This support will primarily be for the preparation of Cobra 8.1 desktop guides and conducting analyst training sessions.

Important RFP Information:

-The Buyer has determined that North American Industry Classification System (NAICS) Code 541611 applies to this acquisition. Therefore, the size standard for determining whether an offer is from a small business in regard to this acquisition is $15 million.

-Award is based on Lowest Price Technically Acceptable.

-If your company is selected for the award of this Subcontract and your company has not already completed the Hanford Vendor Registration, it will be necessary for you to complete the Hanford Vendor Registration found at the following website: https://www5.hanford.gov/vendreg/.

Description:

Incorporating governmental and industrial best practices, the Subcontractor shall develop a credible, objective, and transparent Mission Assurance Program (MAP) that integrates business practices, metrics, database management, and dashboard visualization to provide MSA management and the DOE real-time visibility of mission essential elements to assure current and future success, ensure safe operations, protection of the workforce and environment, and risk reduction through the identification and implementation of well documented improvement actions, and identify and justify future improvement actions.  The MAP will integrate MSA’s Contractor Assurance System, Corrective Action Management, and MSA business and operations elements to ensure critical data is collected, and metrics are provided. Quickly and effectively identify the critical challenges to mission success and work with managers to quantify problems in these areas and implement solutions. Assist in putting systems and metrics in place that will provide a high degree of confidence that management systems and processes are adequate and effective for the work being performed. The foundation of the MAP shall be DOE O 226.1B, Implementation of Department of Energy Oversight Policy to ensure compliance with applicable requirements, help MSA pursue excellence through continuous improvement, provide for timely identification and correction of deficient conditions, and verify the effectiveness of completed corrective actions.
