- 64 FR 24092
- On May 5, the Nuclear Regulatory
Commission published a notice announcing that the comment period
for the proposed rule establishing licensing criteria for
disposal of spent nuclear fuel and high-level radioactive wastes
in the proposed geologic repository at Yucca Mountain, Nevada.
The comment period has been extended from May 10, 1999 to June
30, 1999. Comments must be received in the NRC by June 30,
1999.

- On May 10, EPA published a notice
announcing that the final OSWER Directive 9200.4-17P has been
released. This Directive replaces an interim directive that was
released in December 1997. This directive clarifies EPA's policy
on the use of Monitored Natural Attenuation for the remediation
of contaminated soils and groundwater at sites regulated under
the Office of Solid Waste and Emergency Response programs
including CERCLA, RCRA, UST, and the Federal Facilities
Restoration and Reuse Office. A copy of the Directive can be

- On May 11, EPA published its final
rule making technical amendments to several rules including the
Land Disposal Restrictions treatment standards for wood
preserving wastes, zinc micronutrients fertilizers, carbamate
wastes and K088 wastes as well as reducing the paperwork burden
for complying with the LDRs and the LDR standards for soil
contaminated with hazardous waste. The final rule became
effective May 11, 1999.

- On May 11, the Department of
Health and Human Services (DHHS) published a notice announcing
that the Draft Agenda for Public Health Activities for Fiscal
Years 1999 and 2000 at DOE Sites is available. Comments must be
received in the DHHS by June 30, 1999. A copy of the agenda can
be obtained from the Internet at

- On May 13, EPA published a
proposed rule to revise the general public notification
requirements for public water systems under the Safe Drinking
Water Act. The proposed rule establishes the requirements that
public water systems must follow on the form, manner, frequency
and content of public notices. It will also revise the State
Implementation rules allowing a State to establish alternative
public notification requirements on the form and content of the
notice by rule and will consolidate all the public notification
requirements for public water systems in a single subpart of the
Code of Federal Regulations. Comments must be received in EPA by
July 12, 1999.

- On May 14, EPA published its final
rule amending the Equivalent Emission Limitations by Permit rule
of the CAA published April 16, 1999. This final rule amends
section 112(j) to extend the permit application deadline for
sources in the 7-year source categories until December 15, 1999.
This final rule became effective on May 14, 1999.

- On May 14, EPA published a notice
announcing that it is planning to submit Information Collection
Requests to the Office of Management and Budget for the
Notification of Regulated Waste Activity form which expires
October 31, 1999 and RCRA Hazardous Waste Permit Application and
Modification, Part A form which expires October 31,1999. This
action begins EPA's effort to examine the notification and Part
A permit application forms and consider what actions should be
taken to reduce their burden and increase the usefulness of the
information these forms collect. Comments on this action must be
received in EPA by July 13, 1999.

- On May 17, EPA published a notice
containing revisions to the promulgation schedule for 174 listed
major and area source categories under section 112(c) and (e) of
the National Emission Standards for Hazardous Air Pollutants.
EPA has revised the schedule for four source categories. The
revision became effective May 17, 1999.

- On May 17, EPA published proposed
revisions to its policy entitled, "Incentives for
Self-Policing: Discovery, Disclosure, Correction and Prevention
of Violations" and is requesting public comment on these
revisions. The revisions include broadening the period for
prompt disclosure from 10 to 21 days, clarifying the
availability of Policy relief in multi-facility contexts, and
providing that entities meet all the Policy conditions except
for systematic discovery will not be recommended for criminaal
prosecution. Comments must be received in EPA by July 16, 1999.

- On May 21, EPA published a notice
announcing that it had new data for public review and comment on
the Underground Injection Control Regulation for Class V
Injection Wells. EPA is also seeking public comment on this new
data and comments already received on the proposed regulation.
Comments must be received in the EPA by June 21, 1999.
- WSR 99-09-093
- On May 5, Ecology published a
preproposal statement of inquiry announcing that it was
proposing to amend Chapter 173-400 WAC particularly, the
prevention of significant deterioration program. The intent of
the rulemaking is to update the state PSD program and to correct
administrative inconsistencies with the state visibility
protection program as well as determine if the state program
should mirror the federal program. Ecology will also request
approval and full delegation of the PSD program once revisions

- WSR 99-10-041
- On May 19, Ecology published a
preproposal statement of inquiry announcing that it was
proposing to amend the Dangerous Waste Regulations, Chapter
173-303 WAC. Ecology is proposing to amend the rule to
incorporate several federal hazardous waste regulations, delete
the exemption for steel mill flue dust used as fertilizer,
modify transportation requirements, add mercury-containing lamps
as a universal waste, and make editorial and technical

- WSR 99-10-042
- On May 19, Ecology published a
preproposal statement of inquiry announcing that it was amending
the original CR-101 form for WSR 98-10-090, filed May 6, 1998 to
include revisions to Chapter 173-400 WAC to incorporate new
federal standards under 40 CFR, Part 63, Subpart LL, the Federal
Maximum Achievable Control Technology standards. Comments can be
