DOE RELEASES DRAFT GUIDANCES TO IMPLEMENT THE
OCCUPATIONAL RADIATION PROTECTION RULES
On April 24, DOE published a notice in the Federal Register (62 FR 19940)
announcing that several draft guidance documents that can be used for
implementing 10 CFR Part 835, the Occupational Radiation Protection rules, are
available for public review and comment. These draft guidance documents were
prepared as a result of proposed changes to 10 CFR Part 835 published in the
Federal Register on December 23, 1996 (61 FR 67600). They are as follows:
- The draft "Radiological Control Standard"
(DOE Technical Standard Program project number SAFT-0039) formerly called the "Radiological
Control Manual" provides guidance on ways to implement the DOE radiation
protection program for ionizing radiation. This guidance can be found on the
Internet at
http://apollo.osti.gov/html/techstds/tsdrafts/tsdrafts.html.
- The draft DOE Laboratory Accreditation Program
(DOELAP) Technical Standards include the "DOELAP Administration" (DOE
Technical Standard Program project number SAFT-0062) and the "DOELAP for
Radiobioassay" (DOE Technical Standard Program project number SAFT 0049).
The first document discusses the accreditation process including references to
other DOELAP documents on program specific performance criteria, on-site
assessments, and granting of exceptions to the DOELAP. The second document
describes the accreditation process for radiobioassay.
- The draft revised implementation guidances
include 13 documents for implementing the ORP rules as proposed to be amended.
These guidances can be found on the Office of Worker Protection Programs and
Hazards Management web site for Part 835 at
http://tis-nt.doe.eh.gov/wpphm/835/835.htm.
Comments on the guidances must be received in DOE as follows: May
23, 1997 for the draft Radiological Control Standard; May 27,
1997 for the two draft DOELAP Technical Standards, and May 28,
1997 for the 13 draft revised implementation guidances. For more

ECOLOGY DEVELOPS SOFTWARE TO MAKE ANNUAL REPORTING EASIER
Ecology recently announced that it has developed a computer software that
can be used by hazardous waste generators to prepare and submit annual reporting
data. The program is called TurboWaste and was designed to be a complete data
management system. Generators can use the program to enter waste data directly,
view the data on screen, do data quality checks, and get reports. They can also
use it to electronically submit their Generation and Management, Waste Received
and Off-Site Identification forms for annual reporting on floppy disk or over
the Internet.
Companies, like Hanford, that have their own information system can import
data into TurboWaste for making the required data quality checks. It also
allows companies to do on-line editing of the data. TurboWaste uses Windows 95*
or Windows NT* and IBM Compatible PC*s. It can be downloaded for free from
Ecology's home page at http://www.wa.gov/ecology/hwtr.

NOTICE
The University of Washington School of Law is sponsoring a conference
entitled, "The New MTCA - Cleaning Up Contaminated Sites in Washington".
The purpose of the conference is to update interested parties on statutory,
regulatory and policy changes that are occurring with MTCA. The conference will
be held on May 30, 1997 at the Mountaineers, 300 Third Avenue
West, Seattle from 8 am until 5 pm. The cost of the conference is $200. For

- 62 FR 20147
- On April 25, EPA published a notice announcing
that the regulatory impact analyses for the Compliance Assurance Monitoring
rulemaking is available for public review and comment. EPA has also published
the final revisions to 40 CFR Parts 51, 52, 60 and 61, the Credible Evidence
rulemaking. Comments must be received in to EPA by May 27, 1997.
- WSR 97-08-022
- On April 16, Ecology published a notice
announcing that it is withdrawing its request to EPA to establish portions of
the state air rules as federally enforceable. The air permitting agencies had
sought to expand the federally enforceable umbrella to include all new source
review program regulatory orders and similar local regulations. Ecology and
local air agencies believe the current process is sufficient at this time.
- WSR 97-08-084
- On April 16, Ecology published a correction to a
final rule amending Chapter 173-401 WAC, the Operating Permit Rule. Ecology is
correcting a reference citation in section WAC 173-401-735. The final rule
became effective on May 3, 1997.
- WSR 97-09-048
- On May 7, Ecology published a notice announcing
that it was extending the comment period on the categorical exemptions in the
State Environmental Policy Act (SEPA) rule amendment. The comment period has
been extended from April 30, 1997 until June 13, 1997. Comments must be received
in to Ecology by June 13, 1997.
- WSR 97-08-055
- On May 7, Ecology published a notice announcing
that it is accepting comments on the revised policy and procedure for developing
the list of surface waters that need additional pollution controls as required
by Section 303(d) of the federal Clean Water Act. Comments on the revised
policy and procedure must be received in to Ecology by May 23, 1997.
