The formal process for making Waste Management Area C (WMA C) final closure decisions are through the Resource Conservation and Recovery Act of 1976 (RCRA) program rules contained in Chapter 173-303 Washington Administrative Code (WAC). The formal process for making WMA C final closure decisions through these rules will begin with the US Department of Energy (USDOE) submittal of closure plans that describe their recommended WMA C closure actions. The closure actions will need to be found by Washington State Department of Ecology (Ecology) to be protective of human health and the environment. This will be evaluated in part through the use of the WMA C Performance Assessment (PA) which is currently under development.
The WMA C PA is the modeling tool that Ecology (through the Appendix I process) will use to evaluate the risks from landfill closure (i.e., waste left in place at C Tank Farm). The WMA-C PA is being developed and reviewed on a regular basis in a workshop setting with extensive input from State and Federal regulators, representatives of tribal nations, regional stakeholder groups the Nuclear Regulatory Commission, and USDOE Headquarters.
It is expected that workshops will occur throughout the process as more information is gathered to help define WMA C closure actions.
