Event: Public Comment Period: Proposed Closure Plan for the B Plant 276-BA Organic Storage Facility

The U.S. Department of Energy (DOE), Richland Operations Office (RL) plans to propose a change to Hanford’s Dangerous Waste Permit to close the 276-BA Organic Storage Facility located at the B Plant. A public meeting will be held May 17, 5:30 p.m., Richland Public Library, 955 Northgate Drive, Richland, WA 99352

The Organic Storage Facility is in the northeast portion of the B Plant Complex. The facility is a secondary containment structure and consists of two separate compartments. The east compartment contains one tank that is a permitted Treatment, Storage and Disposal Dangerous Waste Management Unit (DWMU) used to store organic mixed waste.  No waste was added to the tank at that location. The west compartment is empty and is not permitted as a DWMU. Under the closure plan, the east tank will be removed, the pad beneath it removed, and, following sampling, the DWMU will be closed.
 
The ISO-East tank currently contains less than 2 gallons of washed organic residues consisting of normal paraffin hydrocarbons (NPH), di (2 ethylhexyl) phosphoric acid (D2EHPA), and tributyl phosphate (TBP).  The tank will be disposed of as one unit at the Environmental Restoration Disposal Facility.
 
DOE will be submitting the 276-BA Organic Storage Facility Closure Plan for public comment. This closure plan will be processed as a Class 3 modification to the permit. The proposed Class 3 permit changes require a 60 day comment period led by the permittee (DOE), and a public meeting. The comment period will be followed by an Ecology led 45 day comment period on the draft permit change.

A Public comment period will run from April 25 – June 24, August 6, 2016.
