The United States Department of Energy (USDOE) proposes Class 2 modifications to Attachments 4 and 9 of the Hanford Facility Resource Conservation and Recovery Act (RCRA) Permit. These changes clarify emergency preparedness and response requirements. The permittees are the USDOE and CH2M Hill Plateau Remediation Company. What are the Changes Being Proposed? This permit modification is required to satisfy condition 1.1.2 of the action plan that was part of the settlement of enforcement action 08-5085-FVS for Hanford’s Central Waste Complex, Waste Receiving and Processing Plant, and T Plant. The changes address the parts of these facilities that treat, store, or dispose of waste but do not have a permit. They are called “interim status units.” These units must follow Washington Administrative Code 173-303-400, Interim status facility standards. The changes to the Hanford Emergency Management Plan (Attachment 4) will define how the plan meets requirements in dangerous waste regulations at those interim status units for
