Event: PUBLIC COMMENT PERIOD ON THE DRAFT GLOBAL NUCLEAR ENERGY PARTNERSHIP (GNEP) PROGRAMMATIC ENVIRONMETNAL IMPACT STATEMENT (PEIS).
Category: Comment Period / Feedback Opportunity
Event Date: October 17, 2008 – December 16, 2008

The U.S. Department of Energy (DOE) Office of Nuclear Energy is holding a 60-day public comment period on the Draft Global Nuclear Energy Partnership (GNEP) Programmatic Environmental Impact Statement (PEIS). GNEP is part of the President’s Advanced Energy Initiative and intended to support a safe, secure and sustainable expansion of nuclear energy, both domestically and internationally. The Draft GNEP PEIS provides an analysis of the potential environmental consequences of the reasonable alternatives to support the expansion of nuclear energy production.

Six programmatic domestic alternatives are assessed:

  1. No action – Existing Once-Through Uranium Fuel Cycle (open fuel cycle)
  2. Fast Reactor Recycle Fuel Cycle (closed fuel cycle)
  3. Thermal/Fast Reactor Recycle Fuel Cycle (closed fuel cycle)
  4. Thermal Reactor Recycle Fuel Cycle (closed fuel cycle)
  5. Once-Through Fuel Cycle using Thorium (open fuel cycle)
  6. Once-Through Fuel Cycle using Heavy Water Reactors or High Temperature Gas-Cooled Reactors (open fuel cycle)

DOE’s preference is to close the nuclear fuel cycle, although it has not yet identified a specific preferred alternative.

A 60-day public comment period will run from October 17 through December 16, 2008 and thirteen public hearings will be held. The Draft GNEP PEIS, references, schedule of public hearings and additional information regarding the GNEP Program are available at http://www.gnep.energy.gov.

Written comments should be submitted to:

Mr. Francis G. Schwartz, GNEP PEIS Document Manager, Office of Nuclear Energy, U. S. Department of Energy, 1000 Independence Avenue. SW, Washington, DC 20585, fax: 866-489-1891. To obtain a hard copy of the document contact Mr. Schwartz at the above address or call 866-645-7803.
